Delegates P. Martin moved to amend the bill on page 11, section 18a, line 279, after the words “to be” by striking the remainder of the paragraph and inserting in lieu thereof:                          

“divided equally amongst each of the 55 counties, to which each individual county board of education shall have the authority to use the money as they see fit for their county. “
